MANAGEMENT AND LEADERSHIP UNDER MODERN TRANSFORMATIONCONDITIONS

Summary 

The development of effective institutions of power in Ukraine is impossible without fundamental changes in the political and administrative system. Global risks that threaten the world have created new challenges in the field of public policy. Key actors faced threats in the economy, geopolitics, environmental protection, social risks, technological disasters. According to world experts, there are more than thirty areas that can destabilize social and economic life in most countries of the world. The authorities, especially in a crisis, face the following urgent questions and challenges: reducing the budget deficit and structural debts; maintaining political control over the economy, despite the processes of globalization; meeting the growing funding requirements of the national bureaucracy and public administrations; an effective response to the growing competition between public communities at both local, regional, state and interstate levels; management of conflicts for the redistribution of resources associated with the constant exclusion of certain social groups; the need for a more professional management of public resources, which are becoming less and less; improving the democratic imperative on the need for a systematic assessment of the consequences of the adoption of laws and regulations on cikhaktiv; integration of minorities into political and economic processes and the related management of conflicts that arise as a result of confrontation between various social groups.

In these conditions, the emphasis is on understanding the complex mechanisms of public activity, which are concentrated in the field of activities of state institutions, public and private individuals. As you can see, the main purpose of the analysis of public policy is not political power as such, but its use to solve collective problems. According to European experts, "public policy" is defined as the connection of successive decisions or activities made by various public, and sometimes private actors, whose resources and institutional affiliation are different.

At the beginning of the twentieth century, they began to pay more attention and better research the science of management, leadership became the object of in-depth study. People's need for such a leader arises in extreme historical circumstances, most often in religious or political life. A charismatic leader inspires absolute trust in the environment, disposes of admiration for him. But the problematic of the charismatic concept is that a charismatic but ignorant person can come to power, who will lead unpleasant consequences, especially in the political or managerial life of society.

Generalizing and analyzing the above described theories, scientists and researchers prompted the emergence of a synthetic theory of leadership, this theory was formed on the basis of generalization of developments in the framework of previous approaches. Leadership can be interpreted as the process of organizing interpersonal relations in a group, considering the leader of the subject of managing this process. Representatives of this theory pay significant attention to the structure of the leader's personality, the duration of the group's existence, etc. Actually, the phenomenon of leadership is analyzed as a product of joint group activity in solving a specific problem, when individuals can demonstrate their ability to organize a group to solve a group problem.
